The CalHep site includes an advocacy packet for individuals and organizations working to secure approval for over-the-counter sale of syringes in their local jurisdiction.

HIV Prevention & Access to Sterile Syringes
This 1999 letter, jointly signed by the American Medical Association (AMA), the American Pharmaceutical Association (APhA), the Association of State and Territorial Health Officials (ASTHO), and the National Alliance of State and Territorial AIDS Directors (NASTAD) advocates for increasing access to sterile syringes through the removal of legal barriers to over-the-counter sales of syringes for the purposes of disease prevention.

The Centers for Disease Control (CDC) has produced a series of Fact Sheets on access to sterile syringes which includes information for pharmacists. Free printed materials can be ordered through their website.
